Haiti is the third largest country in the Caribbean, but it is among the poorest and least developed nations in the Western Hemisphere. Moreover, it is vulnerable to natural disasters, which include floods, hurricanes, earthquakes, famine and landslides. For this reason, Haiti is ranked third among countries that face extreme weather conditions (Global Facility for Disaster Reduction and Recovery, 2017). These weather conditions affect the State’s economy and lead to loss of lives. Accordingly, Haiti experienced the worst earthquake in 2010, which had a magnitude of 7.3 and claimed 200,000 lives, leaving thousands displaced and handicapped. Also, researchers indicate that, 96% of Haiti population lives under the risk of natural disaster. Sadly, 56% of Haiti GDP is exposed to regions that are likely to experience more than two disasters annually. However, Global Facility for Disaster Reduction and Recovery has come up with a Post-Disaster Assessment and Post-Disaster Priority for Haiti.

After the 2010 earthquake, research indicates that more than 230,000 people lost their lives, and left more than 300,000 people with severe injuries (Amadeo, 2018). Port-au-Prince, capital city of Haiti, was the most affected by the earthquake, and more than 600,000 people vacated the region. Sadly, 20% of the entire Haiti population were displaced, which has resulted in an increase in the number of those living in camp. More than 300,000 homes were partially damaged and more than 100,000 completely damaged. Moreover, the disaster resulted in damages amounting to 8.5 billion dollars and reduced the GDP by 5.1%. Besides, operations from the main airport were disrupted, paved roads became impassable, which hindered the evacuation efforts (Amadeo, 2018). Also, the affected Haitians did not receive relief aid, which worsened the situation of the injured, and increased the number of deaths. Additionally, 25% of the civil servants were killed and 60% of the government premises destroyed. For this reason, the government’s efforts to restore the situation was hindered, further deteriorating the situation. Currently, Haiti needs humanitarian aid that is estimated to be $270 million.

After Haiti was hit, the post-disaster priority strategies included refining the hazard and risk management structures as well as firming up the hydrometeorological facilities. The hydrometeorological department created an enabling environment for Disaster Recovery Management (DRM) . As a result, the government tried to ensure that it provided suitable official governance and legal frameworks to the affected citizens (Mattew, 2006). Disaster Recovery Management Systems developed strategies to deal with poverty, with an aim of facilitating development among the survivors. The strategies encompassed building resilient communities and improving infrastructure to pave way for relief aid (Global Facility for Disaster Reduction and Recovery, 2017). DRM ensured that relief aid was supplied to both primary and secondary cities. Also, supply of relief aid included counselling forums, which sought to enlighten the survivors on how to cope with such disasters, Moreover, the counselling group aimed at cultivating an understanding of the current disaster and how to cope with loss. Disaster Recovery Management also prioritized integration of land-use planning and Venture into risk examination and management. Additionally, recovery efforts and improvement on disaster preparedness was emphasized, to minimize the negative outcomes of such disasters.

Topic-

Should the U.S. lower the drinking age to 18?

You do not need to use MLA format for this assignment. Instead, number your responses and provide 2+ complete sentences for each prompt. As always, grammar counts, so proofread before submitting your responses.

  1. What topic have you selected? Describe the argument you wish to establish. What main problem are you tackling? What are the causes/effects of the issue? How long has the problem been going on and whom does it affect?
  2. Why did you choose this topic? Explain your interest in the topic; be as descriptive and specific as you can about your motivation for picking this topic:
  3. Discuss the topic’s significance. Why should your audience care about the topic? How do you plan to convince your audience that this is an important problem?  Remember, your first major obstacle will be convincing readers that a problem exists.
  4. Consider your audience. What does the majority of your audience most likely consist of: readers who strongly agree, skeptical readers, or readers who disagree? What might your audience already know about your topic? Will your audience have an emotional investment in and/or preconceived notions about your idea?

then along with the above on a separate paper in 75 words:

State your topic for the proposal argument research paper. You should first identify your specific topic

(Should the U.S. lower the drinking age to 18?) then discuss why you chose the topic. Please also share one interesting idea regarding your topic. Finally, if you know of a helpful website/database for students, please share! For instance, many students recommend EasyBib for help with the works-cited list.

Writing Requirements

This assignment is the first of four steps in completing the military memorandum. This assignment will require you to articulate an understanding of the problem and the audience, by answering the questions about the problem below. Then you will demonstrate an ability to solve, understand, and explain a statistical problem in language appropriate to the professional status and background of the audience you are addressing by completing a draft of your military memorandum. To understand what you are expected to do in the memorandum review the Military Memorandum Guide. You may also want to look at the rubric on assignment 1.4 to see how the final assignment in this memorandum series will be graded. The linked Military Memorandum Pre-writing Example provides an illustration of how the assignment should be laid out. You will be expected to follow the provided format for presenting the material, a practice that will extend into your professional life. You are expected to use editing software to review your work for grammar and punctuation errors prior to turning it in.

Problem Definition Questions

Read the problem description at the bottom of this assignment. Then, cut and paste each question below into your assignment and provide the answers below each question. These answers will be located on a separate page before the memorandum. This page will NOT be included in the final memorandum.

  1. What problem you have been asked to address? While you are using statistics to support a particular answer, the question you are being asked to address is not a formula or a description of the calculations you will complete. You need to describe the problem you are being asked to solve in plain language.
  2. How can the data provided inform an intervention recommendation?
  3. What is the outcome you are supposed to provide in this memorandum?
  4. a) To whom have you been asked to address this memorandum (find the name of the CURRENT person holding the job and their official title)? b) What is this person likely to need from you? (You may need to do a quick internet search of this role.)
  5. a) Who will you be copying this memorandum to (they are a secondary audience). b) What are the addressees likely to need from reading the memorandum? (This is a critical thinking exercise, so research what the addressees’ responsibilities are and use that to think about what they need to know from you).

Problem Description:

The United States military has been involved as a peace-keeping force in a humanitarian effort to prevent further genocide in the country of Lorian. Many soldiers have died in this effort. The government has recently approved the use of emergency funds to reduce the loss of soldiers’ lives, but funding will only support one initiative. The officer in charge of the theater of operations, your commanding officer, has asked you, a military engineer, rank of Lieutenant, to evaluate the situation and recommend a course of action to reduce the number of soldier fatalities and enable the peace-keeping force to remain in place. Analyze the provided data regarding soldier fatalities in a one-month period and make a recommendation regarding what the government and military should do.

Audience: Any time you prepare a professional document, you should consider the audience (Links to an external site.)that you are writing the document for. You should tailor the content, language, tone, and structure of the document to the audience you are addressing. This document is being prepared for senior-level government and military members. Ask yourself what they can be reasonably expected to know about this topic, and what they need to know to make an informed decision. Address the memorandum to The Current United States Secretary of Defense (Find the current Secretary of Defense’s name and title).

Provide carbon copies (cc)’s to:

  • The House of Representatives Defense Subcommittee
  • The United States Senate Defense Subcommittee

Tone: The Audience for this document requires that the style (Links to an external site.) is precise and professional.

Data: The attached data spreadsheet documents the causes of the deaths of soldiers who died in the most recent full month. Each number on the attached spreadsheet identifies the cause of the death of one soldier who died in that month. The cause of death represented by each number is identified in the table below. Use the data from the entire month in your calculations.

Answer the question in 3 pages :

Why does Descartes believe that even if the Dreaming Argument undermines our beliefs in the existence of the body and the external world, it does not undermine the truth of mathematical and logical beliefs? How does the evil genius/evil demon argument undermine these latter set of beliefs? What is the one thing that remains certain even if an evil demon exists and is running the world?
